Setting up electricity and water in Dubai involves more than just booking a connection date. Here’s exactly what you’ll pay before the lights turn on, and what to expect on your first bill.

The Security Deposit

This deposit is fully refundable when you close the account at the end of your tenancy, minus any unpaid final charges. Keep your payment receipt — chasing a refund a year later without documentation is harder than it needs to be.

What You Need Before You Apply

  • Your Ejari certificate (tenancy registration)
  • The 9-digit DEWA premise number, usually displayed on the door of the unit
  • A UAE bank account or UAE-issued debit/credit card for payment

Apply via the DEWA website or Smart App using UAE Pass or a DEWA ID. Once payment is confirmed, electricity and water are typically activated within 15 working hours.

Ongoing Monthly Costs

Even before any actual consumption, fixed monthly charges apply: roughly AED 20 for electricity meter reading, AED 8 for water meter reading, plus a sewerage base fee (2 fils per gallon in 2026, rising to 2.8 fils in 2027). Combined, fixed monthly costs run approximately AED 35–50 regardless of usage. On top of this, Dubai’s Housing Fee — 5% of your annual rent — is billed monthly through your DEWA account, not separately.

Watch Out For: Summer Bill Shock

From May through September, air conditioning use pushes electricity consumption 40–60% above winter levels. A common budgeting mistake is planning around a mild-month bill and getting caught off guard in August. Setting up a monthly amount based on your estimated annual average, rather than your first bill, avoids the surprise.

Day-by-Day: What to Actually Do

  1. Move-in day: confirm the previous tenant has closed their DEWA account — don’t keep using their active connection
  2. Day 1-3: apply online, pay the deposit and activation fees
  3. Day 3-5: set up direct debit from your UAE bank account once available
  4. Day 7: enable eBilling to receive bills by email instead of paper
