UAE Confirms Minimum Age for Residence Visas and Work Permits: 18

Passport control at Dubai International Airport

The UAE government has published, directly on its official portal, the minimum age a foreigner must reach before they can apply for a residence visa or a work permit. The headline number is simple; the exceptions are where it’s easy to get confused.

The headline figure

18, for both a residence visa and a work permit

Any foreigner applying for a UAE residence visa must be at least 18 years old before submitting the application. Separately, but consistently, any worker seeking a UAE work permit must also be at least 18. This is the standard threshold applying to the general adult workforce and general residence applications.

The two exceptions on the work permit side

The 18-year threshold isn’t absolute for work permits. Two categories are handled differently:

  • Juvenile work permits — a distinct permit type with its own conditions, for workers below 18. This doesn’t mean any minor can take any job; it’s a separate, more restricted category rather than an open exemption.
  • Student training or employment permits — a separate arrangement for those in structured training or study-linked work programmes, again with its own rules rather than the standard adult work permit criteria.

If you or a family member falls into either category, don’t assume the standard 18-year rule applies or blocks you — confirm the specific juvenile or student-permit conditions with MOHRE directly, since they carry their own separate requirements.

Don’t confuse this with the child sponsorship age

This is the mix-up worth avoiding. The 18-year minimum above is about a foreigner applying for their own residence visa or work permit. It’s entirely separate from the rules on how long a parent can sponsor a child as a dependant — under Cabinet Resolution No. 65 of 2022, residents can sponsor sons up to age 25 and unmarried daughters with no age cap at all, provided the standard sponsorship conditions are met. A dependant visa for a 20-year-old son is a normal, existing route; it doesn’t require the son to independently qualify under the 18-year work permit threshold, because he isn’t applying for his own permit — he’s being sponsored.

The two rules answer different questions: one is about independent eligibility, the other about dependant sponsorship. Confusing them is an easy mistake to make from a headline alone.

Common questions

Can a 16-year-old get a UAE residence visa?

Not by applying independently — the standard minimum is 18. A minor can still be resident in the UAE through dependant sponsorship by a parent, which is a different mechanism with its own age rules, not an exception to this one.

Does this affect visit or tourist visas?

No. This threshold applies to residence visas and work permits specifically. The UAE does not impose a minimum or maximum age on tourist and visit visas — travellers of any age, including infants, are eligible, with documentation requirements that vary by age rather than an eligibility bar.

What if I’m turning 18 soon — can I apply early?

The published rule states the applicant must be at least 18 at the point of application, not by some future date. Confirm the exact timing position with MOHRE or ICP directly if your birthday falls close to when you plan to apply.

Published 29 August 2026, based on the age requirement as published on the UAE government’s official portal. Juvenile and student training/employment permit conditions are set separately — confirm your specific case with MOHRE before assuming either the standard threshold or an exemption applies.
